FK Vinstar is a non-bank financial company in Kyiv. Companies like ours provide services such as lending, factoring and guarantees, under authorisation from the National Bank of Ukraine.
The first thing anyone should understand about this part of the market is what it does not include. Deposit guarantees in Ukraine attach to banks, not to financial companies — and a company that invites the public to "place funds" with it is doing something a financial company's authorisation does not cover.

Scope
Authorisation is itemised
A financial company is not authorised "for finance" in general. It is authorised for particular services, and the register shows which. A company entitled to lend is not thereby entitled to transfer money, exchange currency or take anything on deposit.

FactoringAcquiring a right of claim against a debtor — a supplier's receivable — rather than lending against it.

Refuse any request to "place funds"A financial company may not take deposits. An offer of interest on money placed with one is either a different product entirely or a fraud.

Pay only to the company's own accountNever to a card, a wallet or an individual. There is no legitimate version of that arrangement.

i.Can I deposit money with you and earn interest?
No. Financial companies are not permitted to take deposits from the public, and nothing of that kind is offered here. If you are offered such a thing in this company's name, it is not us — report it.
ii.Is my money protected by the Deposit Guarantee Fund?
That fund relates to bank deposits of individuals, within its limits. It does not cover financial companies, and it does not cover money handed to anyone outside the banking system.
iii.How is a financial company supervised?
By the National Bank of Ukraine, which authorises non-bank financial institutions and maintains the register. Supervision does not mean a guarantee of anything — it means rules, reporting and a public record you can check.
iv.Someone offered a loan from you for an advance fee.
Do not pay. No fee is due before an agreement is concluded and funds provided. Verify the company in the register and telephone the number recorded there.
